Agency/local-board ask
Missing- Local obligations and expenditures by WIOA stream and service category
- Statewide provider/subrecipient payment ledger outside NYC
- Participant-level or de-identified cohort files for service-to-outcome analysis
- OSOS service activity exports connected to local areas and providers
- Contracts, amendments, deliverables, and performance monitoring records by local board
Recommended next data request
Ask NYSDOL/local boards for a normalized extract with local area, program year, WIOA stream, expenditure category, vendor/provider, obligation amount, expenditure amount, contract ID, service dates, and de-identified participant counts. That single file would let the map move from allocation transparency to true spend accountability.
